Cebu, Philippines: how first-timers should get around Mactan and Cebu City

Getting oriented in Cebu
Cebu is really two trips in one. Mactan Island, linked to the mainland by two bridges, holds the airport and most resort-style hotels along its coast. Cebu City, on Cebu proper, is the historic and business center, with the old town near Fort San Pedro and Basilica del Santo Niño. Treat a resort day and a city day as separate outings — a bridge crossing sits between them.
From the airport and around
Mactan-Cebu International Airport (CEB) sits on Mactan Island. Resorts along the coast can be a short ride away, but Cebu City means crossing the Mactan-Mandaue Bridge or the Marcelo Fernan Bridge, and travel time depends on how busy those crossings are. There's no metro: metered taxis and ride-hailing apps cover most trips, while jeepneys and buses run fixed routes but need knowing the route beforehand.
What first-timers usually get wrong
- Underestimating the Mactan-to-Cebu City distance. They're separate islands joined by bridges, and rush-hour traffic can turn a short map distance into a long ride.
- Stacking a city day and an island-hopping trip together. Boats to nearby islands leave from separate departure points, not from central Cebu City or the resort strip.
- Expecting Cebu City to be walkable end to end. Heat, traffic, and spread-out streets make short rides more practical than walking the whole route.
A sensible first-trip shape
Let your reason for visiting decide your base. For beach time, stay on Mactan and treat Cebu City as one half-day trip. For history and city life, base near Cebu City and treat Mactan's beaches as an optional add-on. Group the historic core — Fort San Pedro, Basilica del Santo Niño, Magellan's Cross — into one outing since they sit close together, and save island-hopping for later once you know how long crossings take.

Visayas
The Visayas is one of the Philippines' three main island groups, alongside Luzon and Mindanao, comprising Cebu and numerous other islands scattered around the Visayan Sea. Along Cebu's southern coast, you can look out over the sea bordering this vast archipelago, making it a great place to feel the Philippines' geography firsthand. The draw here isn't any particular facility, but the open coastline and the view of islands stretching into the distance.

Mactan is an island just off the east coast of Cebu, a densely populated area divided between Lapu-Lapu City and the municipality of Cordova. As the home of Cebu's international airport, it serves as the gateway to Central Philippines travel, with resorts and diving and snorkeling spots lining its coast that draw many travelers for marine activities.

Minor Basilica of the Holy Child
The Basilica del Santo Niño, founded in 1565 by Augustinian friars Andrés de Urdaneta and Diego de Herrera, is the oldest church in the Philippines. It is said to stand on the spot where Spanish conquistador Miguel López de Legazpi's expedition rediscovered the image of the Santo Niño de Cebú.

Cebu Metropolitan Cathedral is the seat of the Archdiocese of Cebu, dedicated to St. Vitalis. As one of the earliest churches in the Philippines, tracing its origins to the founding of the Diocese of Cebu in 1595, it still shows the religious architecture of the Spanish colonial era.
